Nowadays in the world operates a developed system of institutions in the sphere of emergency response to the incidents, which threaten to security of information resources. They called Computer Emergency Response Team (CERT) or Computer Security Incident Response Team (CSIRT). Coordination of activity of such kind of institutions at international level is implemented by the international organization FIRST (Forum of Incident Response and Security Teams).

Moreover till July 2009 were no organizations from Ukraine among the listed FIRST members.

Unfortunately, nowadays in Ukraine there isn't any unique body or organization that could take over the role of coordinating center in the sphere of information security incident response in information, telecommunication and information-telecommunication systems (ITS) and arrange cooperation as within Ukraine as abroad with similar foreign and international organizations. In fact, functions of Computer Emergency Response Teams (CERT) are realized by specialized departments of most Internet Service Providers and other IT-companies of Ukraine. But generally, they work for their own interests and/or interests of their constituency.

To improve the situation in this sphere State Service of Special Communication and Information Protection of Ukraine introduces a project with conventional name CERT-UA (paragraph 5 of the article 13 part ІІІ of the Law of Ukraine № 537-V of 09.01.2007 «On main principles of development of information community in Ukraine for 2007-2015»).

In fact CERT-UA is a team of employees of Department of Information Telecommunication Systems Security of the Administration of State Service of Special Communication and Information Protection of Ukraine, which coordinates the activity of state authorities, local authorities, military forces, enterprises, institutions and organizations regardless of ownership form (further – constituency) on how to prevent, identify and remove consequences of unauthorized actions concerning state information resources in information, telecommunication and information telecommunication systems.

Legal basis for CERT-UA activity are:

1. the Law of Ukraine «On State service of special communication and information protection of Ukraine»;
2. the Law of Ukraine «On main principles of development of information community in Ukraine for 2007-2015»;
3. the decree of the Cabinet of Ministers of Ukraine № 868 of 24.06.2006 «On approval of the Provision on the Administration of State Service of Special Communication and Information Protection of Ukraine»;
4. the decree of the Cabinet of Ministers of Ukraine № 1772 of 16.11.2002 «On approval of an order of cooperation of the Executive Authorities on how to protect information of state information resources in information and telecommunication systems»;
5. the decree of the Cabinet of Ministers of Ukraine № 373 of 29.03.2006 «On approval of the Rules of providing information protection in information, telecommunication and information telecommunication systems »;
6. the Order of the Administration of State service of special communication and information protection of Ukraine from 10.06.2008 № 94 «On approval of an Procedure on coordination of activity of state authorities, local authorities, military forces, enterprises, institutions and organizations regardless of ownership form on how to prevent, identify and remove consequences of unauthorized actions concerning state information resources in information, telecommunication and information telecommunication systems», registered № 603/15294 by the Ministry of Justice of Ukraine from 07.07.2008.

CERT-UA is FIRST Full Member.

CERT-UA invites Internet Service Providers, manufacturers of information security equipment, software, computer and network equipment (vendors), institutions with similar aims from Ukraine and abroad, an organization of all forms of ownership and private persons for cooperation.
